Thank you for writing the Division of Drug Information in the FDA's Center for Drug Evaluation and Research.
In general, travel with a valid prescription or a note from the prescriber, written in English, to bring medication to the U.S. The medication should be in its original container with the instructions printed on the bottle. Without the original container, bring a copy of the prescription or a letter from the prescriber explaining the reason for using this medication. Travel with no more than needed for personal use (generally, no more than a 90-day supply). There is no formal mechanism or form used to authorize importation of unapproved drugs under the Personal Import Policy (PIP). The PIP is only a guidance and does NOT guarantee that the product will be allowed into the United States.
Codeine is a controlled substance. The Controlled Substances Act (CSA) contains a “personal medical use’’ exemption which makes a limited allowance for travelers entering and departing the United States who have a legitimate medical need for controlled substances during their journey. Under this exemption, United States residents who travel to foreign countries and non-United States residents who travel to the United States may carry controlled substances on their person for their legitimate personal medical use.
